Bundle Git binary in Gitaly

#5927 (closed) describes a problem where during omnibus upgrades, omnibus will remove a Git binary when we are crossing version boundaries. To remove the error-prone-ness of this process, let's bundle in the Git binary so that Gitaly controls its own fate in terms of containing all the binaries it needs to run.
