Reftables are not tested with WAL in CI

Gitaly has a CI job that executes tests with reftable as the reference backend without transactions. There's however no CI job executing tests with both reftables and transactions. This can easily lead to regressions slipping through.

We should have a CI job that uses reftable as the reference backends and has transactions enabled.
