The main Gitaly process is not a part of its cgroup hierarchy
see gitlab-com/gl-infra/production#16190 (comment 1518124525), corrective action from that incident.
- Move the main Gitaly process to the Gitaly cgroup hierarchy
- Consider creating a dedicated cgroup for the Gitaly process or set an application-level soft limit (GOMEMLIMIT, as suggested by Steve).
