Expose Praefect's GracefulStopTimeout through Omnibus

Praefect has a GracefulStopTimeout option for configuring the time given for requests to complete on graceful shutdown before they are forcibly interrupted. The option is not supported in Omnibus which prevents users from configuring the value. The value should be outputted in the template to ensure it is configurable.
