[Gitaly] Make Ruby 3.0.x the default Ruby

Once we have a Ruby 3 build for gitaly-ruby, we actually want to switch the default Ruby over as well, which should happen as a separate step.

NOTE: We had to roll back the Ruby 3 build due to a grpc rollback.
