Port add/remove Remote to Go

In the remote service a couple RPCs are written in Ruby still. Two of those; AddRemote and RemoveRemote. These can be ported to Go.

To keep the code DRY, we might have to create a remote package in internal/git, as remotes are now also used in the objectpool package.
