Include Praefect in Omnibus and CNG

Praefect will be an optional component for the time being, but nonetheless it should be included in omnibus, cloud native GitLab, and possibly others. Packaging templates can probably be a lot like Gitaly, minus the Ruby parts that is included there.

I think the small description here needs to be expanded on, as now it seems simple but its probably not.
