Migrate go.yml to Gitlab CI

.github/workflows/go.yml

A quick read of this implies it is the main "run the tests" job. It's likely there's some cleanup that can happen here; for instance, I don't think we need to manually install the golang packages, nor upload to codecov (which we removed.)
