[CNG] [CI] ubi-release-for-certification job is not pulling UBI images

During the 13.12 release, the ubi-release-for-certification job failed and it appears that the job was not pulling the -ubi8 images. This needs to be investigated, mitigated and backported to 13.11 and 13.10.
