Pause workload resources by default and include gitlab operator

For https://gitlab.com/gitlab-org/distribution/gitlab-operator/issues/4 the gitlab operator will need to be included in this chart and all workloads (deployments/statefulset and possibly some additional resources e.g. Jobs) will need to paused by default so that the operator can perform any gitlab version upgrades in a controlled way.
