CNG: Remove Ruby from Gitaly images

We expect to remove ruby from Gitaly completely by 16.0. The epic that tracks this is gitlab-org&2862 (closed). Once this happens, we can remove Ruby from the Gitaly image which should give us some decent space savings. Also startup will be faster since we don't have to wait for the Ruby to come up.
