Update schemas to allow zero milestones

The current schemas requires a minimum of 1 milestone if milestones is specified. For the gitlab-releaser schema, this makes overriding global milestone settings convoluted (e.g. have to set milestones: [""] for the release). Should update the schema to allow zero milestones to simplify this override (which would then be milestones: []).
