Renovate gitlabci-include file match now part of renovate

Per https://github.com/renovatebot/renovate/issues/12377 and https://github.com/renovatebot/renovate/pull/12380, renovate 28.15.0 expanded the default gitlabci-include file match to include all *.gitlab-ci.yml files. So https://gitlab.com/gitlab-ci-utils/docker-puppeteer/-/blob/master/.gitlab/renovate.json#L8-12 can be removed.
