Create new projects in offline mode

When creating a new cospend project in offline mode and adding users before the first sync, a misleading error message tells the user that he is not allowed to create users. Expected behavior: the project is created and the users are added (right afterwards). Cherry on the cake: when creating a new project, a form could directly ask for the names of participants. That saves at least 6 clicks and searching in the menus.
