Env does not detect spaces and quote marks for values

Cron will read in env variables by taking everything after the = sign, stripping all whitespace and then removing double or single quotes.

We currently don't do the right thing, we strip whitespace, but don't deal with double or single quotes correctly, nor add them if the env has spaces in it.
