Create Metering Autopay service

Create a new service that periodically checks for outstanding metering invoices and pays them.

1. The service must run periodically - this must be configurable.
2. When the service runs it must check for any outstanding metering invoices.
3. It should check the balance in a configured account and pay as many metering invoices as it can afford, starting with the oldest first
