move examples/syscalls/pivot_root to bin/ch-smoke-test

Then put it as a post-install test in the main RPM.

Alternately, we could install it in libexec.

Also, remove examples/syscalls/userns? If we move pivot_root, then it's the last thing in the directory. Is this program useful to us at all?
