re-enable apt install of runc

Current runc from Project Atomic PPA (version 1.0.0-rc6-1~ubuntu16.04.2~ppa73) causes tests to fail with "invalid argument". See opencontainers/runc#2024.

We currently install the previous version with wget and dpkg. This issue is to take out this kludge when the package via apt starts working again.
