Move gitlab_shell section of gitlab.yml to template for rails containers

Broken out from #847 (closed), improving DRY patterns

Move the gitlab_shell section of gitlab.yml to a template, and have all rails based containers pull this into their ConfigMaps.

All containers will need this section, and it is only affected by globals.
