Move extra section of gitlab.yml to template for rails containers

Broken out from #847 (closed), improving DRY patterns

Move the extra section of gitlab.yml to a template, and have all rails based containers pull this into their ConfigMaps.

This has a mix of chart-local configuration and static items from global.appConfig. These should be blended into a single entry for backwards compatibility.
