Move gitaly and repositories sections of gitlab.yml to template for rails containers

Broken out from #847 (closed), improving DRY patterns

Move the gitaly and repositories sections of gitlab.yml to a template, and have all rails based containers pull this into their ConfigMaps.

All rails containers will need this section, and it is identical across them.
