Move unleash proxy server

Currently, the unleash proxy server, which is used for feature flags, is hosted on render.
The issue is that after 1 hour of inactivity, the render server will be hibernated, resulting in feature flags being always set to false until the render server is started.
This result into hiding projects page, resume link, and theme & language switchers from the users if no one have access the website in the last hour.

Either locally host it or find another platform to host the unleash proxy.
