Make it mandatory declare all available resources, touchpoints, and policies in resources, touchpoints, and policies modules under a base module

After doing this, the configuration files resources_available, touchpoints_available, and policies_available can be removed.

This will make the configuration simpler and less prone to errors.

The only configuration needs to show where the user-defined modules are is by modifying the user_defined_base_modules attribute.
