Use of primary-site-url attribute is incorrect

Currently, the primary-site-url is taking precedence over the site-url when creating absolute links to resources outside of the assembly. This is not the correct behavior. The primary-site-url should only be used as a backup when a site URL is needed and the resource itself wasn't sourced from the site manifest.
