Weather maps: button to toggle station data overlay

On mobile, the ZAMG snow distribution is virtually invisible due to the station data overlay markers.

• Add button to toggle station data overlay (beneath "geolocate" or "locate me" buttons?)
• Disable station data overlay by default on mobile
