[AC-352] Configuration loading is broken

[~accountid:6126ad797a1bfb00718a88e3] tried to deploy {{develop}} to the test net, but the nodes print {{http.ListenAndServe does not support “”}} and fail to launch. This is caused by an error in configuration loading, resulting in configuration values ending up blank. One of my recent changes to {{config.Config}} is probably responsible. I will be adding unit tests to prevent bugs like this in the future (and I’ll fix this one).
