Fix the order of BVNs recorded in the anchor ledger's pending list

The DN's anchor ledger's PendingMajorBlockAnchors field lists BVNs that have not yet acknowledged a major block. Between v1.2.9 and v1.3.10, the order that list is constructed in changes.
