On behalf of the African American Coalition of Kane County,
City of Elgin and all our sponsors, we want to thank you for your interest in
participating in our 2024 Juneteenth Cultural Festival. This year the festival
committee will hold the Juneteenth Cultural Festival on Saturday, June
20, 2026, at Elgin’s Festival Park. This is your registration packet,
which includes:

Rules for Vendors - Please be sure that you follow all the
instructions on all applicable forms. Please complete the application and send
payment to reserve a space. Your application alone does not guarantee you a
space. Please read all the rules carefully before signing and submitting your
application. ALL FOOD VENDORS MUST PAY THE CITY OF ELGIN FOOD VENDOR FEE WHICH IS SEPRATE FROM THE FEES LISTED BELOW. IF YOU HOLD A KANE COUNTY FOOD VENDOR CERTIFICATE THE CITY FEE IS NOT REQUIRED.

Please understand that you must include all items
you will be selling while on festival grounds. All items must be
pre-approved (Food by the City Health
Department and Juneteenth Committee).

GUIDELINES & REGULATIONS
GENERAL: The Juneteenth Cultural Festival offers entertainment, information,
souvenir, and food booths. The festival will open at 1:00PM and close at
9:00PM. Please bring all confirmation letters and permits with you the day of
the festival.
BOOTHS: Vendors will supply their
own White 10 x 10 tents/canopies ( tent set up must be supervised by the
AACKC/ Volunteer committee). One table, or Two tables for food vendors, and two
folding chairs will be provided. Vendors are. Required to bring their own
booths, including corporate booths. No booth or tent will be allowed to be
spiked into the grass per City of Elgin, IL. We ask that you. remain within the
confines of your space. Emergency areas so posted must not be blocked.
EXHIBIT TYPES: There can be no product changes or product line additions added
after an application is filed, without written consent and the vendor
committee’s approval.
UTILITIES: There are a limited number of spaces with access to electricity.
These spaces will be filled on a first come –first served basis. It is the
responsibility of the vendor to make their needs know at the time of submission
of their application if water and or electric will be needed.
YOU THE VENDOR ARE REQUIRED TO HAVE YOUR OWN 100FT COMMERCIAL ELECTRICAL
CORD AND 50FT WATER HOSE DAY OF EVENT.
WEATHER: The AACKC is
unable to predict nor control the weather. This event is an outdoor event. The
AACKC reserves the right to hold the festival on the date designated weather
permits at its sole discretion. No refunds will be made due to weather conditions,
or national
emergencies.
TRAFFIC AND PARKING: Vendors must
arrive on time to unload and set up. No Vendors will be allowed on
Festival grounds unloading after the festival has. began. Vendors can unload
and set up at 9:00AM-12:00PM. All vehicles must be moved before the start
of the 1:00PM Festival.
Parking is free to all at the event.
SIGN–IN/SET-UP: All
vendors must report to designated check-in booths, which will be clearly
marked. All exhibits must be set up by 12:00PM. Vendors who are not set up by
12:00PM may not be able to participate.
END OF FESTIVAL DAY: All
vendors must be removed from the festival grounds by 9:30PM. No Vehicles will
be allowed on the grounds overnight. ALL trash must be removed; oil and
charcoal must be removed according to City of Elgin regulations.
RESTROOMS: Restrooms will be made
available to all festival participants. All Vendors are required to obey all
sanitation hand washing rules.
SIGNAGE: Vendor must provide signs for their booth. Lettering must be a minimum
of 3 inches high. All food item prices must be posted.
AACKC: The AACKC Committee will not allow vendors selling food to also
sell water. Specialty drinks like smoothies are included as part of this. No
liquor of any kind can be sold from a vendor unless that vendor is licensed by
the city of Elgin, IL

FOOD VENDOR FEES
$175.00
Application and fees are due no later than 4/16/2026.
Pre-package food closed and sealed are considered merchandise vendors.
CANCELLATION: No refunds will be
issued under any circumstances. Failure to comply with deadlines, permits, and/
or remit payments as outlined will be considered unwritten notification of
cancellation. If weather, acts of God, or other reasons beyond the control of
the AACKC cause the event to be cancelled, participation fees will not be
returned and the AACKC will not be liable to participants for failure of the
event to take place.
RELEASE: By completing the online application form, applicants agree to release
and forever discharge the AACKC/("Organizer"), all sponsoring
organizations, their elected officials, directors, employees, and volunteers
from any responsibility, personal liability, or claims of loss or damage
arising out of, or in conjunction with participation in the event. The event is
not responsible for any injury sustained by exhibitors, patrons or guests.
Applicant stores and exhibits their goods at their own risk. In addition, you
have read and agree to abide by all event regulations and guidelines stated in
this application or risk removal from the event site without refund.
VENDOR RULES & REGULATIONS:
By saying yes at the end of this
agreement on the application form, you agree to the vendor rules &
regulations listed below.
- GROUND DRIVEN STAKES are
prohibited.
- Vendors and vendor staff are NOT
allowed to enter the site other than the official entry/exit points of the
event.
- Vendors may not use tables,
chairs, items and/or display signs that encroach on other vendors or
pedestrian walkways.
- PROHIBITED: Vendors may not sell
drug paraphernalia, guns, fireworks, weapons, apparel displaying profanity
or sexually explicit items and NO GLASS IS ALLOWED ON SITE.
- Organizer will provide one 8’
table, and two chairs.
- It is the vendor’s responsibility
to adhere to city and state tax guidelines in the collection and payment
of sales tax.
- ELECTRICAL NEEDS: Vendor must
list equipment used. Vendors must provide their own extension cord. This
information is required for all food vendors. Electrical may not be
provided for all vendors.
- TEMPORARY HEALTH/FOOD PERMITS:
Vendors are responsible for ALL permits required. Contact the City of
Elgin for more info about temporary food permits 1-9 days.
- It is the responsibility of each
vendor to keep the booth and the surrounding area clean. If spots are not
how they looked before arrival, you will be banned from future events.
- Vendors will not be allowed to
sell or serve any alcoholic beverages of any kind. Water is sold by the
AACKC committee only.
- SECURITY: The event site may be
fenced/perimeter and the Event will provide security throughout the event.
Vendors are solely responsible for the security of their cash, operations,
equipment, goods, inventory, supplies or any other property.
- Festival guidelines will be
strictly monitored. If violations occur, ONE warning will be issued.
Additional violations will result in instant removal from the Event site
by Security and no refund will be issued.
- ACTS OF GOD: The festival
producers, organizer, promoters, sponsors, staff/employees, volunteers,
etc. are in no way responsible or liable for personal adversity or acts of
God. If a date is canceled due to inclement weather, technical problems or
any other act of God beyond the control of the festival the following
shall apply: If a rain date for the Festival is scheduled, vendor will be
notified. No refunds will be issued for a cancelled date or bad weather.
- COOKING EQUIPMENT. The event does
not furnish any cooking equipment.
AACKC will assume no responsibility
for loss, injury, or damage, or liability of any other kind, except as a result
of the AACKC, Inc. own negligence. The Sponsor/Vendor agrees to indemnify and
hold harmless the African American Coalition of County, Inc. (AACKC), its event
staff/committee members, Sponsors, employees, officers, volunteers, agents, and
the City of Elgin, IL from any and all claims including, but not limited to,
causes of actions, damages, injury, taxes, and losses to person or goods arising
out of or in any way connected to the renting of booth/space and or
participation in the festival, and resulting from Vendors negligence, including
reasonable attorney’s fees. VENDORS are encouraged to remove all valuables from
their booths after the festival, during anytime the Vendors allow its booth to
become unmanned.
VENDOR: Agrees to comply with all Festival regulations and guidelines as
detailed in the enclosed Festival Guidelines & Regulation Packet. The City
of Elgin Health Department has final discretion over food vendors (sanitation
guidelines). Vendors are not permitted to transfer, sublet, or sell booths.
Vendors are not allowed to sell items not approved by the AACKC or items not
listed on the vendor application. Staff will occasionally inspect to ensure
compliance. Vendors not in compliance will be subject to removal from the
festival and forfeiture of fees and/or refundable deposits.
All food vendors must have a completed City of Elgin Vendor Food Application on
file two weeks prior to the festival. Please Contact the City of Elgin Health
Department for additional applications (847)931-6100. Please understand that
without that application you will not be able to attend the Food Safety Meeting
nor receive a PARTICIPATION CERTIFICATE for the festival.
