How can I resolve mobile service and iOS update stuck on verifying?

Hello. Recently the mobile service on my phone has stopped working. I ran diagnostics in the Apple support app and it told me that an update was necessary to fix the issue. Every time that I tried to update after that, my phone gets stuck in the verifying part of the update. I’ve tried to update to iOS 18.7.1 and 26.0.1 and both times I get stuck on “Verifying update”. I have also tried to update with iTunes, where I got the error code “4000”. In the moment where I lost my mobile service, I was holding my phone, so I don’t believe it has something to do with hardware.
