Holman Christian Standard Bible
After all this Jeroboam did not repent of his evil way but again set up priests for the high places from every class of people. He ordained whoever so desired it, and they became priests of the high places.

New American Standard Bible
After this event Jeroboam did not return from his evil way, but again he made priests of the high places from among all the people; any who would, he ordained, to be priests of the high places.

King James Bible
After this thing Jeroboam returned not from his evil way, but made again of the lowest of the people priests of the high places: whosoever would, he consecrated him, and he became [one] of the priests of the high places. International Standard Version
Despite everything that happened, Jeroboam never did repent of his evil practices. Instead, he appointed even more people to act as priests for the high places. Anyone who wanted to be a priest was ordained to be a priest in the high places.
