Hipolito Frank Garcia (1925-2002) was a federal judge on the United States District Court for the Western District of Texas.

Garcia was nominated to the Western District of Texas by President Jimmy Carter on December 19, 1979, to a new seat created by 92 Stat. 1629; he was confirmed by the Senate on September 29, 1980, and received commission the next day. He served the Western District of Texas until his death on January 16, 2002.[1] Garcia was succeeded in this position by Robert Junell.
