This was patched in this @stiangre commit: https://github.com/FreeCol/freecol/commit/fe0931d2e818925e6aada93ccc69832d446dcf92 As a note, the error occurred if "seasoned scout" is not selected as test unit I've tested it and it works on the current production branch. Hi Larry, I'm not the one who programs Freecol, but I help with testing tasks. In order to detect errors, we would need you to attach two files (use add attachments button when you post it). 1) A saved game in which the problem can be seen 2) and the FreeCol.log. On my Ubuntu it is located in /home/frai/.cache/freecol/FreeCol.log on Windows under C:\Users\Frai\My Documents\freecol\FreeCol.log Adapt it to your user - language of your machine Thanks

As @stiangre ponited, the problem in my case was that I have connected an external keyboard. Disconnect it and restart windows solved the issue in my case

Can t reproduce too in 0.13.0 I try in a win 11 desktop, I changed layout of keyboard to French, and freecol language I gonna try latter in other person laptop in a while I can remember that was problems on early versions of freecol when try to define keyboard shortcuts (on a old Mac)
