On Windows, the following directories are searched for a _curlrc file:
%CURL_HOME%, %HOME%, %APPDATA%, %USERPROFILE%\Application Data.

Please check the %USERPROFILE% directory too as this is the Windows equivalent to ~/ on Unix
and stores rc files for other programs such as Vim.
