Visual Test Shell for BACnet SVN

Correct bug in versioning of the VTS document (.cfg file) introduced in svn 977 due to misunderstanding of CArchive.
Should be backward compatible with .cfg files created or modified with code prior to svn 977.

Add event notification parameters for new eventTypes to BACnet decoding

Clean up and finish support for max-segments-accepted in Confirmed-Request header:
- keyword MAXSEGS in scripts
- add to Device edit and persisted data

Fix crash/exception in DateTime value dialog: CTime::GetLocalTm no longer (as of 2005) allows a NULL argument

A few more tweaks to preserve compatibility with VC++ 6.0.

- Added additional BIBBS to EPICS parser and consistency checks
- Change incorrect propertyID 183 from Logging-Device to Logging-Object

In order to reduce false search hits and similar confusion, delete unused/obsolete functions, mostly from DUDAPI
- Removed Bacprim32.cpp
- Unused functions (many already commented out) from other modules

Delete JLib, unused for at least ten years
