Add missing .vcsproj, .vcproj, and .dsp files for ProperTable

Continue work on property tables and EPICS parsing
- arrange propdescriptor and allTestEpics.tpi into same property order as 135-2012
- add global-group (most properties)
- continue moving DUDTOOL conversion code from property-based to ParseType-based, eliminating much object-specific code

Add ProperTable utility: source reformatter for propdescriptor and similar tables

Select a default Port for InconsistentParsExecutor dialog

VTS server objects: Fix encoding problem for default name property (had 500 bytes of junk after it).
Gussy up server object/property UI a bit.

Move primitive tag #defines to VTS.h and USE THEM

Work on EPICS parsing and display
- move common data to generic_object, eliminating a lot of object-type-specific code
- add (some) new properties to the property tables
- add firstVersion to property tables to account for new properties (such as alarm stuff)
- correct errors in the property tables
- clean up EPICS parsing, add utility functions for ease of use

Fix leak of detail tree

Update BACnetStringTable::EnumValue to accept raw integer as well as enum string, proprietary-xxx-NNN etc.
Update comments on BACnetPropertyIdentifier showing at least some protocol-revision of introduction.

Update history for 3.6.1, and remove Microsoft Word tags (Word 2010 seems to generate extra files, and HTML just isn't that hard)
