Hi!=20 I have just installed Torcs 1.3.0 on Windows. Installation went smooth and = no problems. But when I run the game the "in-game time" runs slow and it fe= els like driving in slow-motion. Speeding up the game to run at double spee= d (2X) the game run almost real-time but is a bit jerky at times. If using an Inferno or Inferno2 (infhist) robot is good enough they are easy to change. Locate where the track.xml (e-track-1.xml ...) files are on your system and change the values:
<attnum name="PnGain" val="0.02"/>
<attnum name="Advance" val="0.0"/>
<attnum name="AdvStep" val="0.0"/>
<attnum name="spdtgt" val="10.0"/>
<attnum name="offset" val="-2.0"/>
to values that gives the performance you need.
The above values gives Inferno 6 robot on e-track-1 close to what you cited.
Copy the default.xml file to track.xml if the track.xml file doesn't exist.

Access to Torcs via Seamonkey/Linux is now working ( i visit your website time to time to check for new release, and this was the first time i saw a problem ). But wanting to have 20 sc-f1 cars around seems about the same to me as adding 20 buggy's to one race. It would be a lot of work to make 20 robots for every car type, and the driver select menu would be very crowded.
