The cross functional group drafting this document included expert contributions from military, defence, academic and police officials. Our aim was to provide a well-rounded starting point for those who wish to explore or develop educational materials on the emerged and emerging challenges posed by hybrid threats and hybrid warfare activities present in the current security environment. We have taken a multi-disciplinary approach aimed at providing a framework to help learners develop the base knowledge and skills needed to understand these complex issues in order to successfully identify, anticipate and mitigate these potential threats.

Featuring commentary from leading commentators, scholars and practitioners from both sides of the Atlantic, the book documents and explains these differences, summarized in these terms: Europeans should 'grow up' and Americans should 'obey the law'. The book starts with a collection of chapters acknowledging that Snowden's revelations require us to rethink prevailing theories concerning privacy and intelligence gathering, explaining the differences and uncertainty regarding those aspects.
