Open-Xchange has submitted its response to the European Commission’s consultation on European open digital ecosystems. The information collected will underpin the European Open Digital Ecosystem Strategy. In our response, we highlighted: ➡️ The open-source paradigm naturally aligns with Europe's objectives of digital autonomy. ➡️ An open digital ecosystem strategy should start from a clear objective: Europe should become the global leader in open digital technologies. ➡️ Europe's digital strategy should adopt the internet's open architecture as a reference, requiring modularity and interoperability and adopting open protocols and formats; Public code should be released under open licenses. ➡️ The strategy should be based on two pillars – the first one should be a "buy European, buy open" industrial policy; The second is a public investment fund for European sovereign technologies of various kinds, from foundational blocks to long-term moonshots. ➡️ While all stack levels need to be addressed, sectors with a large economic impact should be prioritised. Among our fields of expertise, messaging and productivity applications seem the most urgent. ➡️ When defining "European open source" for purposes of digital sovereignty, requirements should not focus on the origin of the code or nationality of the authors, but should be imposed on suppliers, following the model of the Cyber Resilience Act.
