About us
The Office of Homeland Security’s (OHS) primary responsibility is to enhance Hawaii’s security preparedness and resilience in an integrated, synergistic, relevant, proactive, flexible, cost effective, full-spectrum effort across all domains in order to prevent, protect, mitigate, respond to and recover from attacks, natural disasters and emerging threats. Under the Office of Homeland Security, the Hawai‘i State Fusion Center (HSFC) is a Hawai‘i State government program that facilitates intelligence sharing between local, state, and federal agencies, and the public and private sectors. As the nation’s 77th Fusion Center, it is uniquely structured to empower front-line law enforcement, public safety, fire service, emergency response, public health, critical infrastructure partners, and private sector security personnel to understand local implications of national intelligence, thus enabling local officials to better protect their communities. The HSFC collects tips, leads, and other threat information through suspicious activity reporting (SAR). It conducts analysis, disseminates intelligence, and provides training and technology resources. The top priorities are counter terrorism and cyber security.

It's Media Literacy Week! Wondering what that has to do with OHS? The spread of misinformation, especially by bad actors, poses a threat to public safety during emergencies, public health information, data accuracy, and more. When that misinformation is fed into or picked up by AI chat bots, its spread can become even more pervasive.
With an abundance of confidence, AI chatbots cite articles that don’t exist, draw on studies that say the opposite from what they claim, and sometimes even tailor their answers to what they think we want to hear. Our newest video reminds us of the most important thing to teach students: Information doesn’t come from nowhere. It’s authored by someone, somewhere, for a particular purpose. Last month Administrator Frank Pace, currently serving as the Chair of the 2025 Executive Committee for the National Governors Association Governors Homeland Security Advisors Council spent some time in Nebraska for the Summer Meeting. Standout topics covered addressing threats to elected officials, wildfire case studies, and how drones--both as a tool for law enforcement and government agencies and a risk to first responders--are intersecting with the prevention and response work being done today. Also wonderful to see one of our analysts, Dale, throwing shakas after leaving the islands for NE. 🤙

We are wrapping up this week with Jimmie and her participation on a panel with the new Hawai‘i State Fire Marshal Dorothy Booth at this week's Government Technology Digital Government Summit! Alongside representatives from Google, Honolulu Fire Department, Hawaii Emergency Management Agency and the Office of Enterprise Technology Services, State of Hawaiii, the main question for the event was: "How can governments work together to prepare for, respond to, and recover from the next catastrophic event?" Spoiler alert: there's no singular answer, but continuing to collaborate with all of our partners who work on public safety in Hawai‘i is critical to preventing and responding to crises. We also very much enjoyed the keynote presentation by Mary Kelly, Commander, USN, CSP, CPAE and her take on leadership and technology evolving side by side.

Jimmie Collins was in Colorado this week for the 2025 Interlock Summit, hosted by the Colorado Division of Homeland Security and Emergency Management. Governor Jared Polis' remarks at the end the second day created incredible dialogue regarding Critical Infrastructure security and resilience. Our office is proud to have participated alongside our Colorado colleagues as we each chart our state’s path in partnership development to build this vital effort for a secure future.
