This movie demands your patience and attention span. But the story is most effective in this way.
First off, the acting is excellent, and Ben Foster is captivating. I sensed what may happen, but his character adapted and changed his MO a few times.
This is about an unsung hero, who goes through crisis after crisis, but insists on solving the problem himself. Cobie Smuldrrs is excellent as well, and works well in her hyper-organized, perfectionist character.
The tension builds as Foster's character realizes his true calling. Consumed with a new occupation, battling mortal danger, he seeks to fight it head on.
This film is excellent with a plaintive soundtrack, well-rounded characters; and a narrative which belies exposition and resorts to thoughtful yet misguided strategies.
This is a very worthwhile film, but it requires your attention and curiosity.

Gareth Evans is known for high velocity action, including quick and brutal scenes of violence and fighting. He's a producer for Gangs of London and he directed The Raid movies and another Netflix feature, Apostle.
There were some delays in finishing this movie with reshoots. I think it was to make sure the action was at a high-paced thrill level. Well it is!
I'm not sure why there are detractors here, beyond contrarianism or a misconception over extremely violent action thrillers. Havoc delivers.
The fighting of international Triad drug dealer gangsters and crooked homicide cops is crazy! Guns, swords, hand to hand bludgeoning.... The movie begins with a crazy police car chase. Drugs, crooked cops, a crooked mayor, international assassins with motorcycles and guns.... This is what you're getting with Havoc. And it's what I've been waiting for.
This is very entertaining and scratches the gory violent itch that I have.
If you want a movie showing moistened-eye folk reconnecting with loved ones or scenes of lonely hearts finally finding true love, this is not the movie for you. But you know that.
If you want a sweeping mafia epic with family drama and capitalist philosophy, then watch The Godfather. Or If you want a movie with estranged lovers embracing in visceral relief, then go watch The Scrapbook with Brian Gostling and Rachel Green.

Excellent, grimy crime thriller starring David Caruso and Nicholas Cage. The story keeps going and the tension builds and builds.
Fantastic character acting by Samuel L., Helen Hunt, Michael Rappaport, Stanley Tucci, Ving Rhames, Kathryn Erbe, Anthony Heald, and Philip Baker Hall.
Car boosting, car chopping, prison, drugs, small time hoods, org. Crime wacks, strip club sleaze, morally-gray feds, a mean DA and cops with shoulder chips. Don't put it on when the grandparents are over. Cage gets psyched up, maniacally and ignorantly philosophical. He's a powerhouse.
You also see a young Hope Davis....
DO IT.
