This movie already has a low rating but after starting it it seemed to not be totally low budget bad. However about 25 minutes in the two main characters were trying to identify a target, only had a few basic descriptions, I had to go back and check. At the mission debrief they had a picture of the guy they were sent after. Seriously they were presented with a picture of their target. Then on site they can't verify the dude? Come on guys, this just made the movie implausibly dumb I gotta question every aspect. Like not using proper weather protection despite what are sub freezing temps, not caring about footprints in snow, etc.
Continuing the "sequels" or oh this was a remake maybe closer to the story of the comic (I feel bad for the comic) this was garbage. This added nothing to the franchise and not only that didn't do anything well. The acting wasn't great, the romance was surface level (more on this later), the writing was pretty bad (more on this later), and the only thing that could possibly be a positive on this would be the atmosphere/cinematography but a) I was too bored to pay attention b) most of this was shot indoors c) any outdoor scene was barely used to create anything of intrigue or interest to the movie so it didn't even matter if they shot it well, it didn't incorporate the movie into that.
So to start the acting seemed sub-par, but that could be attributed to the characters that were presented. Two trauma bonding people with next to no relevant backstory start a romance. But is that really romance? Was there really love or just dependency on something 'good' in their lives? I don't know but that is a far cry from the love shared by the first movie. Let's mix in some of the writing with the failure to properly show a loving couple and have a character with two or three short scenes mention how "she looked at him" to imply how much love there was. Okay maybe instead of making a dumb line said by someone that really wasn't even around for witnessing that, how about you just write some good scenes with the couple? Maybe you could write a good scene or two into the plot that isn't some desperate trauma bonding? No? Well okay...
What could have been something good about the movie? Oh it's The Crow, I remember that really kick ass movie. It had all sorts of visuals of dark scenes, of a dark city, of gothic cathedrals and memorable night scenes. So what'd we have in this movie? Rain...a lotta rain with an annoyingly lack of umbrellas. Holy hell she was waiving around so much money maybe he coulda bought one. It certainly wouldn't have ruined any mood the night scenes were trying to portray cuz really none of them added anything to the plot. There were barely any character interactions outdoors so whatever effort they put into trying to add to cinematography was wasted.

I wouldn't consider this a spoiler as this is a prequel and you already know where the story goes.
This movie adds nothing to the franchise, does nothing new with the aliens, and is essentially one long chase scene with no real point. Maybe they wanted to show off a broken down New York? Maybe someone wanted to showcase a possible home to the original New York pizza slice? I don't know, all I know is there was no real reason to make this movie.
The acting was decent at least. The cat while cute and kudos to them for not using any CGI was predictable. So much of this movie was predictable. The jump scares were easily seen coming, the cat was a character that kept things moving as the characters wouldn't have done much half the time w/o the cat leading or guiding them. Again I just ask why was this movie made? Oh yeah did anyone ever tell them car alarms (or at least most factory default ones) don't go off when a side window is broken. This mixes in with the 'extended chase scene' but bothered me as that's just not how things work. This movie gets 3 stars because it's not the actors fault and the cat was a bit more of a highlight over the rest.
