Joker Rising was a character driven crime drama, more or less. This film is more of an ensemble 'big event' pic. It's a typical batman film in one sense, batman, various villains including the mob, everyone with their own alliances and interests. This makes the film major 'bigger' in scale.
The joker is still the focus of the film, although he shares screen time with more characters. Batman has a strong secondary role, but it's Chris Moss who plays two face who really steals the show. He takes this film from a great standard to an excellent. It really was jaw dropping.
This is still ultra low budget, so again, if you're not into lower budget films, this may not be for you. But the writing, directing and acting are all absolutely top notch. Will happily sit through this film again.

This sequel is just great entertainment to watch it is a low budget film but with perfect acting/directorship and a excellent script, it is (if you are a Batman fan OR not) just totally enjoyable from the start until the credits and they are ok as well..May be low budget but top notch for everything that makes an excellent movie.

Enjoyable overall.
Some returning actors:
Dylan Hobbs as the Joker, channeling Jack Nicholson.
Dominique Marselles as the Joker, a kind of Morgan Freeman character.
Manuel Eduardo Rodriguez morphed from bad-guy Croc into Commissoner Gordon, but is a much less interesting character now.
What we all wonder though is.... couldnt they afford a full batman costume?
