No it's not available. The voice actors and actress were recorded in Japanese. The English dubbing has never been put on the Japanese version or on the localized North American and Europe versions.
You can however have the option of having English subtitles turned on. But for those people who don't like reading English subtitles or cannot see. You will have to get used to it.
Altus has stated that the reason why they didn't give Tokyo Mirage Sessions #FE English Dubs was because they wanted it to have Japanese voice actors in all versions, also, it's because of the cost of hiring English voice actors, and the delays they would have to face in releasing it in North America and Europe. Altus chose to have English subtitles instead due to it being cheaper to type on the game.
