The frequency is essentially a number representing your luckiness. If we were to plot how lucky everyone was, over the course of their lifetimes, we would get a bell curve. Some rare people will be extremely unlucky their entire life and lie at the left end of the curve, while others will be extremely lucky and lie at the right.

In this world, the bell curve is severely flattened and spread out, so that differences between the lucky and unlucky are much more obvious, and there are many more extreme cases. They are thus able to to measure "frequency" accurately via simple tests of luck (e.g., literally blind guessing on multiple-choice tests), and assign social status and promote social segregation according to the score.

People act as if they believe that one's frequency is a property that one possesses, and which actively determines one's luck, but how this might work is not explored. It is also possible that in this reality, the deterministic laws of physics (and perhaps of consciousness) simply work to exaggerate the influence of what we perceive as chance.

They usually have some tie, scarf or other accent showing their status: red is the lowest frequency, blue is medium frequency and violet or purple is the highest.
