This is somewhat left ambiguous in the film. The film is shown from the view of the reporters/photographers who share an unbiased view of the war. Though some of the dialogue suggests the President was not on the side of good. Such as the president getting more than two terms in office, bombing US civilians and having reporters shot on sight. Which suggested the Western forces had banded together to bring down a corrupt government.
