Not all comedies are created the same in the world of Japanese anime. The best romantic comedies take a specific kind of balance. The humor can't come at the cost of taste and kindness, and certainly not the romance. The romance still needs to be sweet, so the comedy is often a clever comedy of errors between flawed yet sincere characters.
Comedic situations tend to provide plenty of plot fodder which keeps the couple from getting together too soon.
