Writer Josh Stolberg described the film as "not a sequel to Jigsaw. (But) it's definitely in the timeline of all the films though." Thus, it is not a reboot, but more likely a prequel or sequel that takes place throughout the course of the series. It also hints that there will be little, if any, references to Jigsaw (the film). They mention that the Jigsaw killer (John Kramer) is dead, which happens in Saw III (2006), so it's more than likely a spin-off/sequel.
As explained in the movie itself: "John Kramer was right. The spiral. A symbol of change, evolution, progress."
