I have read that it was because first Inspector Brunetti in the German TV series, Joachim Król, had commitments to his theatre career which filming the tv series disrupted. Though he played the character very differently, he is a very talented actor and brought a particularly appealing gentleness to the role, IMO. Of course his mischance was a good chance for Uwe Kockisch, who seems to have been born to play the role!
