A time-frame isn't specified but, given that Batgirl and Detective Yin aren't in the movie, this probably takes place in between the second and third seasons of the Kids' WB! animated series Batman (2004) (2004-2008).
It is certainly before the introduction of the new Batmobile in season 3, and likely before Batman's relationship with the police becomes normalized with the introduction of the Bat-signal in the season 2 finale. It's obviously after Joker and Penguin's debut episodes, and possibly after S1E9 where Bruce dabbles in online dating due to his more serious relationship with Vicki. Overall I would place the DVD case between season 1 and season 2.

Even Dracula doesn't know. His tomb was moved secretly to Gotham City (possibly by his enemies) sometime after he was last slain.
