Herta Müller wrote an original screenplay together with Harry Merkle. Later she wrote a novel based on the script and published it in 1992 as "Der Fuchs war damals schon der Jäger" in Germany. Therefore this is not an adaptation of a pre-existing novel, but rather an original screenplay that was later adapted into a novel.
